If a credit union changes audience selection, message wording and channel timing at once, a higher response rate does not show which change helped. A small, controlled holdout can separate incremental value from ordinary campaign effects—provided assignment is frozen, channel collisions are controlled and member harm is measured with the same discipline as conversion.

This design extends the member-offer evidence loop. That loop reconstructs why a communication was sent or suppressed. A holdout test answers the next question: did the AI-assisted treatment improve a defined member or operating outcome compared with what the credit union would otherwise have done?

The framework below is an operational design, not a statement of new legal requirements. Product, channel, data, consent and jurisdiction determine the applicable rules. Legal, compliance, privacy and communication owners should approve the test before member delivery.

Test one decision, not an entire marketing stack

Begin with a falsifiable hypothesis. For example: “Using the model to prioritize members for an approved certificate message will increase funded certificates within 30 days, without increasing complaints, opt-outs or unsuitable contacts.” Name one primary outcome, its observation window and the minimum difference worth acting on.

Hold the rest of the workflow constant. If the test concerns audience ranking, use the same approved message, terms, channel and send window for test and control. If it concerns AI-assisted wording, keep the eligible population and delivery schedule constant. Changing several elements may be useful later, but it prevents leaders from attributing the result to one controlled decision.

NCUA’s AI resource page highlights governance, consumer protection, privacy, operational resilience and ongoing vendor monitoring. Those considerations turn an experiment from a marketing exercise into a controlled production change.

Create four cells before assignment

1. Eligible population

Apply product eligibility, communication permission, complaint, hardship, fraud, legal-hold, recent-decline, frequency and other approved suppressions before randomization. A holdout does not justify contacting someone who should not receive the message.

2. Business-as-usual control

Give this group the communication it would have received without the AI change. If the baseline is no outreach, record that clearly. If the baseline uses a rules-based audience, preserve the exact rule and version. “Control” cannot mean an undocumented mixture of past practices.

3. AI-assisted treatment

Apply only the intervention named in the hypothesis. Store the model or prompt version, inputs, ranking threshold, eligible universe, assigned member ID, timestamp and exact content. Do not allow campaign staff to move apparent high-value members into treatment after seeing assignments.

4. Operational suppression cell

Keep excluded members visible in the reconciliation even though they receive no test communication. Report counts by reason and system. A conversion comparison that silently drops consent conflicts or active complaints can make performance look better while hiding the most consequential control failures.

Randomize at the unit that can stay independent

A member-level random assignment works only if treatment does not spill into control. Joint owners, households and businesses may receive related messages. Relationship managers may call people across both groups. A mobile prompt can collide with email, direct mail or a branch conversation.

Choose a randomization unit that matches the interference risk: member, membership, household, business relationship, branch or market. Document why. Keep assignment stable through the observation window, including members who do not open, click or respond. Removing nonresponders after launch destroys the comparison.

Before activation, create a channel-collision matrix. List every planned communication, its audience source, product, channel, owner, frequency rule and suppression priority. Decide which message wins when two campaigns target the same member. Record collisions for both treatment and control so the result does not simply measure unequal contact volume.

Freeze the test record

At launch, preserve a dated packet: hypothesis, primary and guardrail outcomes, eligible-population query, exclusions, randomization method and seed, sample-size rationale, cell assignment, model and prompt versions, approved content, delivery files, channel rules, start and end dates, observation window and stop authority.

The NIST AI Risk Management Framework treats measurement and management as connected activities. NIST’s work on testing, evaluation, verification and validation similarly supports documenting the intended use, test conditions and limitations. Neither source prescribes this exact holdout; they support the need for repeatable evidence rather than an after-the-fact success story.

Measure outcomes and harm on complete denominators

Analyze everyone as assigned, not only members successfully reached. Start with the full eligible and randomized populations, then reconcile attempted delivery, delivered communication, response, application, approval, funded or opened product and retained relationship. Show count and rate at every step.

The primary metric should reflect the intended member or operating outcome. Opens and clicks are diagnostic, not sufficient proof. Depending on the use case, the primary outcome could be a funded savings product, a completed appointment, successful digital enrollment, avoided service call or resolved action within a defined period.

Predeclare guardrails: complaints, opt-outs, channel revocations, abandoned applications, service contacts, manual exceptions, offer-term corrections, remediation and adverse differences across relevant cohorts. Use the correct denominator for each measure. Complaint rate per delivered message answers a different question than complaints per funded account; report both when each matters.

Digital targeting can also involve third parties. The CFPB’s digital-marketing interpretive rule explains that providers may be materially involved when they select audiences or content rather than merely sell neutral time or space. Preserve provider roles, instructions and data flows. For telephone and text channels, map the current consent and revocation rules to the exact use; do not infer permission from model scores or past engagement.

Predeclare stop and restart rules

Stop delivery when a permission or suppression feed fails, assignment changes after launch, treatment content no longer matches approved terms, a model or vendor changes without review, required outcomes cannot be reconciled, or a harm threshold is crossed. Give one named owner authority to pause without waiting for a campaign meeting.

A restart requires evidence that the defect is bounded and repaired: affected members identified, incorrect messages stopped, data refreshed, remediation completed where necessary, assignment integrity rechecked and accountable owners approving continuation. Do not restart merely because the campaign calendar is still open.

Make the decision before reading the result

Write the scale, revise and stop criteria before the observation window closes. Scale only if the primary outcome exceeds the predeclared practical threshold and guardrails remain within limits. Revise when the outcome is promising but the mechanism, population or channel evidence is unclear. Stop when lift is absent, too small to matter, unreconstructable or accompanied by unacceptable harm.

Report uncertainty and limitations. A small trial can show whether the workflow is operable without proving durable effect. Seasonal demand, product pricing, concurrent communications and local events can limit transfer to another period. The board or management record should separate measured results from assumptions about future scale.

The final test is simple: could an independent reviewer recreate the eligible population, assignment, delivery, outcome and stop decision without asking the campaign owner what happened? If not, the credit union ran activity—not an experiment.
